Cascadia Rising 2016 is a four day earthquake simulation of a massive earthquake impacting the Pacific Northwest. It will be planned using a Master Scenario Events List (MSEL sounds like measle & rhymes with weasel). Exercise dates: June 7, 8, 9, 10 - 2016.

A MSEL is a chronological list of the scripted events in an exercise that generate activity in specific functional areas that support exercise objectives. It is similar to a movie script — it lays out the order of fictional events (and some responses) to drive the exercise and prompt actions or activities by the participants and players. The MSEL puts together all the parts of the exercise design process in a chart-like document for use by the controller and simulators to keep the exercise on track.

A MSEL is made up of injects!

Injects are the events in the scenario that prompt the players to implement the plans that the exercise is designed to test. Injects may contain things like the designated scenario time, the intended player, objective to be demonstrated, etc. There are three types of injects: contextual, expected action, contingency.

Let’s do the math!

A MSEL contains injects for actions taken every hour by exercise players. There should be approximately one inject every 3 minutes for 8 hours of play. That equals 160 injects per day and a total of 640 injects!

Saturday January 16, 2016 from 9:00 a.m. to 12:30pm in the Council Chambers at Kirkland City Hall. Lunch is included!

Pattijean Hooper will start with a 15 minute training session with lots of great examples of challenging injects – then we’ll break into groups – each group will have a laptop computer with a pre-loaded MSEL inject table.


This workshop will focus on small incidents.

It won’t be fun, it will be fascinating!
